The male and female here have mated already.
Now the male is holding onto the female making sure that she doesn't get re-fertilised by another male before she lays her eggs.
Par for the course for a damselfly perhaps, but laying eggs under water while your partner is doing a balancing act on your neck is possibly not the easiest way to reproduce.
